. Fitness-for-Duty Performance Data for the six-month period ending December 31, 1991.--No events reportable under 10 CPR 26.73(a) occurred _during this period.

In addition, there were no positive tests _for any substance.

The population subject to the random testing program was tested at a 107% rate in 1991.

We continued our quarterly program review meetings which involve key personnel responsible for administering the FFD Program.

These individuals reviewed data, measures-of program effectiveness,Laudit; findings, and written procedures._

Procedures were revised as necessary, based on these reviews.

We_are providing,~as an attachment to this letter, the standard form summarizing our FFD Program results for the past'six months.

l This_information-indicates that the work force at-Point Beach; l

Nuclear, Plant continues to be virtually drug-and-alcohol-free.

There were,_however, two reports of-individuals reporting to work.

L under the_ influence of alcohol.

These cases were fully L

investigated, resulting-in revocation of unescorted access of one individual.-

.There were also two incidents of individuals carrying an unopened container of alcoholic-beverage onto Wisconsin Electric property at Point Beach Nuclear Plant.

In one of these incidents, an unopened can of beer was carried into the protected area.

This was included-in the NRC Quarterly Loggable Event Report.

Both were' fully investigated and found to be unintentional events.

No disciplinary action was appropriate.

' February 5, 1992 Page 2 Our program of submitting specimens for blind performance tests continues to prove the rollability of our primary laboratory.

There have been no unsatisfactory performance tests since the beginning of the program.

We did, however, fail to meet the required 10% sample submission rate in the last quarter of 1991.

We exceeded the required rate in the first three quarters such that, by the end of 1991, Vo were only four specimens short of meeting the annualized rate, having submitted 182 blind specimens for the year rather than 186.

A revision was made to the FFD Program Procedures Manual requiring increased oversight by the Program Administrator to prevent recurrence.
