E S ENT to CENTER ROAD PERRY, OHIO 44081 NUCLEAR PERRY, OHIO 44081 (316) 259-37J7 June 16, 1995 PY-CEI/0IE-0423L Regional Administrator United States Nuclear Regulatory Commission Region III 801 Varrenville Road Lisle, IL 60532 Perry Nuclear Power Plant Docket No. 50-440 Proposal for Self-Assessment for Engineering and Technical Support (E&TS) Inspection Gentlemen In response to your letter of May 17, 1995 (letter PY-0IE/CEI-0620L), the Perry Nuclear Power Plant (PNPP) is proposing to perform a self-assessment of engineering activities in lieu of the planned NRC Engineering and Technical Support (E&TS) Inspection. The self-assessment plan vill be developed considering the guidance contained in NRC Inspection Procedure 40501, " Licensee Self-Assessments Related to Safety Issues Inspections." This self-assessment vill allow the NRC to perform a limited-scope, in-depth inspection as an alternative to a full scope inspection.
The self-assessment vill be performed in September 1995 and is expected to be approximately three weeks in length.
The self-assessn.ent vill be performed pursuant to NRC Inspection Procedure 37550, " Engineering." Prior to the start of the self-assessment, an assessment plan vill be developed incorporating the guidance of NRC Inspection Procedure 37550 and vill delineate the schedule, scope, and team composition of the self-assessment.
In performing a self-assessment in lieu of the full scope NRC E&TS Inspection, the PNPP engineering organization's effectiveness vill be thoroughly evaluated, while also demonstrating PNPP's commitment and ability to critically assess performance.
