Waterford 3 SES Docket No. 50-382 License No. NPF-38 Fire Brigade Dispatch Gentlemen:

The purpose of this letter is to reiterate our commitment to dispatch promptly the fire brigade following the declaration of a fire at the Waterford 3 plant. Although a time delay would be expected between the start of a fire and eventual detection, Waterford 3 is committed to ensuring timely fire suppression by the plant fire brigade before significant damage occurs.

Waterford 3 placed a Standing Instruction in the Control Room subsequent to the June 10, 1995, fire in the protected area.

The standing instruction states that a fire should be declared even without the actual observance of flames should the smoke and/or heat be of such degree that the use of protective gear and/or Self Contained Breathing Apparatus (SCBA) equipment is considered.

A fire should be declared even without the actual observance of flames should the smoke or heat be of such degree that additional assistance may be necessary or the use of protective gear or SCBA equipment is considered.

This clarification will be incorporated into a new Standing Instruction prior to startup and into appropriate fire protection procedures by September 1, 1995.

This Standing Instruction will also be the subject of shift crew briefings. Additionally, this clarification will be covered in subsequent fire brigade training.
