Dear Mr. Denton:
Commonwealth Edison requests an emergency amendment to Facility Operating License NPF-18.
Reference (f) submitted the original request, in accordance with License Condition 2.C.(7) and was approved as Amendment No. 3 effective July 24, 1984.
Commonwealth Edison was not aware of that approval until verbally notiff ed on July 30.
The Station has initiated the modification work to incorporate this reactor scram; on July 30 testing of the modification identified spurious scrams which at this point we cannot identify their origin.
The Unit is currently shut-down and we wish to restart the Unit tonight.
Therefore, we intend to jumper out this low pressure scram logic.

H. R. Denton July 31, 1984 Edison requests relaxation from the requirements of Amendment No. 3 to meet the requirements of License Condition 2.C(7) 1.e.,
to relax the offective date of the amendment to prior to completion of the startup
-test program.
Plant startup testing is expected to be completed sometime in October, 1984.
References (d) and (e) provided interim justification to at least the completion of the startup test program and we feel they both are still applicable.
We have reviewed this amendment request and find the original significant hazards consideration, as provided in reference (f), is still applicable.
In accordance with 10CFR170, a fee remittance of $150.00 is cnclosed.
