Dear Mr. Schwencer:
I am writing this letter on behalf of Joseph H.
Rodriguez, Public Advocate of the State of New Jersey, who is an intervenor in the operating license proceedings for the Hope Creek Generating Station.
In the Matter of_Public Ser-vice Electric & Gas Company (Hope Creek Generating Station, Unit 1), Docket No. 50-3540L.
The Public Advocate recently received the Draft Environmental Statement (DES) related to the operation of the Hope Creek Generating Station, and we plan to submit comments on this document.
However, as you may be aware, William Potter, the lead counsel who represented the Public Advocate in the Hope Creek proceedings, is no longer working at the Department of the Public Advocate.
On June 29, 1984, Mr. Potter officially withdrew as counsel from this matter.
Commissioner Rodriguez is now in the process of assigning counsel to represent him in the Hope Creek pro-ceedings, but to date, no counsel hau been assigned.
Con-sequently, the process of obtaining expert consultants to review the draft environmental statement has been somewhat delayed.
I am, therefore, respectfully requesting a sixty (60) day extension to allow the Public Advocate to assign counsel, consult with experts, and file comments to the DES for the Hope Creek Gene"ating Plant.
I note that the Hope Creek facility is not e/pected to be on-line for operations until December 1986.
A two months extension for our DES ccmments should not in any way delay the operational date of this facility.
