TESTIMONY OF ROBERT L. REBER ON LIMERICK ECOLOGY ACTION OFFSITE EMERGENCY PLANNING CONTENTIONS Introduction The purpose of this testimony is to respond to Limerick Ecology Action (LEA) offsite emergency planning contentions related to Berks County. A copy of the

LEA-12 In Berks County, it is not anticipated that the availability of sufficient school staff and teachers will be a problem in either of the two school districts with students / buildings in the plume EPZ. Dr. Mainello, Supt.

of the Daniel Boone School District has made a personal survey of his staff and teachers and assures us that he will have more than adequate coverage for students- from the Amity Elementary Center, the only school in the district I

i within the. EPZ. I am not aware of any survey in the Boyertown' Area School District,- but the school administration does not foresee a problem. It should be noted that normal classroom student / teacher ratios would not be needed since school plans call for assembling students in congregate care areas.

LEA-13 Sample plan formats for emergency response pla'n for day care centers, group care homes, pre-school operations, and nurseries have been distributed to all identified facilities within the Limerick plume EPZ in Berks County.

Sample plans included names, addresses, and phone numbers l

of the county coordinator and municipal coordinators and instructions to ask them for any assistance they require to complete the plan. Municipal coordinators were also informed. All these facilities are part of the municipal notification plan.

The identified facilities are:

LE A-14 (a )

The Berks County RERP, Draft 6, October 1984, and the School District RERP's both call for the evacuation of all k students in one lift. There will be no multiple trips required because there is no shortage of equipment.

Sufficient buses are pre-assigned and there exists a considerable unassigned reserve. Since the move will be made in one lift, bus drivers, teachers and staff are no't classed as " emergency workers." In the unlikely event they are needed, there is a reserve of 100 units of Dosimetry-KI in the Berks County EOd stock.

, LEA-14 (b)

School bus drivers, teachers and school staffs have all been offered training and training is being offered on a continuing basis. All groups are being urged to take advantage of this training.

To date we have trained in Berks County:

School Administrators 15 School Faculty and Staff 495 Bus Drivers 48 LEA-22 Training has been offered several times to farmers .in the EPZ in Berks County. This is basic training using the actual equipment to be issued. So far a total of 25 farmers have taken advantage of this-training. The listLof farmers was identified through the office of thel USDA County Agent. Training in the use of dosimetry will be provided at the time of issuance by the USDA Agent and the County Radiological Office. The USDA lists 100 farmers in

the EPZ in Berks County. There are 100 units of Dosimetry-KI assigned for farmers as shown in ANNEX M, Appendix M-4, page M-4-1 of the Berks County RERP, Draft 6 October 1984. .

LEA-26 The procedure for notification and mobilization of emergency personnel is covered in ANNEX C of the Berks County RERP Draft 6, October 1984 and also in the municipal plans in detail. A computerized RECALL system, now being installed, can notify all county responsible

LEA-28(b)

The Berks County RERP, Draft 6, October 1984 ANNEX-K, page K-3-1 states "a' current list of wrecker / tow operators is maintained on file in the Berks County Communications Center." This facility is fully staffed 24 hours per day, 7 days per week and dispatching wreckers / tow trucks is'a routine operation. If one is not available, another is called. There has never been a shortage of resources.

ANNEX-K, page K-3-1 also contains a list of service-W stations / operators who have agreed to stay open or open in emergencies. There is no requirement for written agreements.

p PROMESICNAL QUALIFICATIONS ROBEPT L. REBER As the Director of the Berks County Er:ergency Management Agency I have been responsible for energency response planning and the coordination of all errergency response within the county. I am also responsible for the training of local cc>-

1 ordinators, special groups such as firemen in hazardous materials handling, radi- .

ation monitors, and e:rergency medical technicians.

Prior to becaning Director, I was Administrative Assistant to the forner director f6r two years, and as a volunteer, the operations officer for six years.

I am a graduate of the Wycmissing Polytechnic Institute, Pennsylvania State University and the Army Camand and General Staff College.

My military career consisted of six (6) years active duty during World War II and twenty-nine (29) years of continuous active Reserve duty. I retired frcm military service in 1975 as a Colonel.

Prior to my retirerrent in 1976, I was errployed for thirty-five (35) years in the specialized steel industry, lastly as Marketing Panager.

I am a native of Berks County and now reside in Reading, Pe.w ylvania.
