Dear Sir:
Reference 1 transmitted to the Authority the results of a recent inspection concerning the July 18, 1984 emergency exercise at our FitzPatrick plant.
Although the inspection report did not identify any violations, it did list two items of concern.
Reference 1 further requested that we provide corrective action for each item of concern or justification as to why correction is not required.
The Authority's response to these two items of concern are below:
Item 1.
"Open (50-333/84-01) Provide a more thorough review of the annual emergency preparedness exercise scenario by establishing a review committee to evaluate the scenario and to include the NRC, NYPA corporate and plant staff comments."

Response
The Authority will establish a committee to review and evaluate annual FitzPatrick emergency preparedness exercise scenarios.
The committee will include in it's review comments from the FitzPatrick plant staff, Authority headquarters office staff and NRC staff memebers.
Committee members will be Authority personnel from both the plant and headquarters office.
This committee will conduct scenario reviews starting with the next full-scale emergency preparedness exercise.
Item 2.
"Open (50-333/84-02) Investigate the reliability problems of the computerized dose assessment system; in the interim, develop priority coding practicles that will alleviate system slow-down and assure the system reliability necessary to provide adequate information and assessment during any radiological emergency condition."
Response
In Reference 2, the Authority described our plans to install a new computerized dose assessment system.
This new system was designed to meet the guidelines of NUREG-0654 for a Class A meteorological model and will provide dose estimates at 15 minute intervals.
This new computerized dose assessment system will alleviate any reliability problems that may have been experienced with the existing, shared system.
The computer and associated peripherals have been procured.
Modifications to install this equipment within the FitzPatrick plant are currently in progress.
New software (based on the software currently running on the existing computer) is currently under development.
This new software will be optimized for execution ora our new system.
Communications equipment for the transmittal of effluent transport and dispersion data to offsite organizations have also been procured.
The new computer will be installed and the Class A meteorological model operational by February 15, 1985.
This will include the manual entry of meteorological data from the existing Remote Data Aquisition System (RDAS), operated by the Niagara Mohawk Power Corp.
In addition, the Authority has procured a RDAS to provide meteorological data directly to the new computer.
This RDAS will permit automated data collection directly from the meteorological instruments on the three existing towers.
Software for the RDAS is also under development.
The complete system, including a class A meteorological model and automated data acquisition, will be complete and operational by June 28, 1985.
