Reference (a) advised the NRC of our decision to organize and implement a project startup organization at our Braidwood Station.
Proposed changes to Chapters 13 and 14 of the Braidwood FSAR were provided to explain this new organization.
Reference (b) transmitted to us your Question No. 420.24 requesting additional information rcgarding this organization.

- start-up organization at Braidwood.
Describe.the authority, activities, and responsibilities of CECO's QA and QC_ organizations-during.the preoperational and start-up. test phases at Braidwood in light of this organization.
Also describe the interface relationships

between the project start-up organization and the-QA and QC organizations.
Response to' Question-420.24 The Braidwood project start-up group described in Commonwealth-Edison's letter. of August 7,1984 is a part of ' the Project
~
Management organization.
This arrangement results in Quality Assurance / Quality Control responsibilities similar to those~
implemented.at Byron & LaSalle Station during the preoperational test phase..As such, the Quality Assurance activities relating to the project Start-up organization, with the' sole exception of preoperational testing activities, are the responsibility-of Site F
-Construction Quality Assurance.
Audit and surveillance functions as well as other responsibilities relating to 10CFR50 Appendix B, with the sole exception of preoperational testing activities, will be performed by Site Construction Quality Assurance in accordance with the existing Commonwealth Edison Quality Assurance Manual.
Due to the close relationship with plant operation the audit and surveillance function for preoperational testing activities is the responsibility of Operating Quality Assurance.
The details &
interface of-QA activities covering preoperational activities are described in the Commonwealth Edison Company Quality Assurance Manual Section QP 11-2.
The startup testing activities are conducted by the Station

organization and Operating Quality Assurance provides audit and surveillance functions for these' activities.
