Dear Mr.'Congel:

Enclosed-is a copy of the July 12, 1995 Waterford 3 Steam Electric l Station final off-site radiological emergency preparedness exercise 'j report. The report was prepared by the FEMA Region VI Radiological Emergency Preparedness Program staff. Two Deficiencies were identified.at St. Charles Parish, Louisiana (pages 32 and 32 of the report) and St. John the Baptist Parish (pages 40 and 41 of the report). The Deficiencies were cited against EEMA exercise objectives 10 (Alert and Notification) and 11 (Public Instructions and Emergency Information). In addition, there were six Areas Requiring Corrective Actions (ARCAs). These issues have been discussed with the State of Louisiana and agreeable plans of action have been made for the resolution of all issues. A remedial drill has been scheduled for November 8, 1995 to resolve the identified Deficiencies. The ARCAs will be resolved by re-demonstration at the next biennial exercise. There is no intent on the part of the Federal Emergency Management Agency to initiate any formal proceedings to withdraw our formal findings of reasonable assurance issued under 44-CFR 350. Following the results of the November 8, 1995 remedial drill, FEMA i will provida your office with a comprehensive finding with regard to overall offsite capability to protect the health and safety of the public in ' the event of a radiological emergency at the Waterford 3. facility.
