Minnesota Schedule of Corrective Actions for Deficiencies Identified During the Prairie Island Nuclear Power Plant (NPP) Offsite Radiological Emergency Preparedness (REP)

Exercise Conducted on March 13, 1984 Attached is the schedule of corrective actions submitted by the State of Minnesota for the deficiencies noted in the Final Report for the Prairie Island NPP offsite REP exercise conducted on March 13, 1984. The exercise report was sent to you on May 4, 1984.

The Federal Emergency Management Agency (FEMA) Headquarters and Region V staff have reviewed the schedule of corrective actions submitted by the State of Minnesota and found it to be adequate.

A copy of the Wisconsin schedule of corrective actions was sent to you on June 27, 1984, and it was noted that remedial training had been scheduled by the State for Pierce County officials. The training was held on July 19 and the results will be sent to you as soon as possible.

Schedule of Corrective Actions, Prairie Island Exercise of March 13, 1984 FEMA Region V has received the Minnesota schedule of corrective actions for the March 13, 1984 exercise of the Prairie Island Nuclear Power Plant.

From a FEMA Region V staff evaluation of the submission it appears the State and local governments will correct the class "B" deficiencies

1) with the demonstration of the deficiencies at the next Prairie Island exercise, and 2) with the publication of the revised Goodhue County / Red Wing-Minnesota Local G;vernment Emergency Response Plans for Nuclear Power Plants and the procedures. This document is scheduled for receipt in FEMA Region V by August 1, 1984 as per letter from Minnesota dated May 18, 1984.

The Goodhue County /

The State of Minnesota had no identified deficiencies.

City of Red Wing and Dakota County deficiencies are on pages 39 and 41 res-pectively of the above mentioned report.

As suggested in your May 18, 1984, transmittal letter of this report, our corrective actions are in the format provided. Paget, 39 and 41 are included as attachments to thi letter with the addition of our proposed corrective actions and schedule dates.

Should any emergency arise during the interim, you can be assured that the City of Red Wing and Goodhue County will respond accordingly and will. sound our siren in accordance with state plans and directives.

I want you to know that we have always been prepared to respond to any emergency at Prairie Island and have trained continuously .for such an event. The absence of plan language in no way diminishes our capability. However, I realize the importance of our plans being consistent with the State plan and you can be assured that will be accomplished in a short time.

. Island Exercise Report, we are enclosing a letter from the City of Red Wing /

Goodhue County confirming their verbal agreement to activate sirens in accord-Their plan is being revised to incorporate this ance with the State plans.

and in the interim they will also comply with this procedure.

In addition, we wish to document our conversations with Rick Anthony in regards e

to the status of our distribution of the State's and Counties' REP plan updates.

These updates reflect the corrective actions recommended in the RAC review of these plans. The distribution of these plans has been delayed and we did not meet our original deadline. Our February 1, 1984, completion date proved overly optimistic, Several of the corrective actions necessary were more compli-cated and more tith 2 consuming than originally estimated. At this time we have the i -, majority of the work completed and can give you a revised schedule for distribution.

Houston County / City of Caledonia Emergency Response Plan for the LACBWR Nuclear Power Plant Status: The writing is completed, the plan needs to be type.d in final form, signed and printed. Hopefully, we will be able to distribute this the first week of June prior to the LACBWR Exercise scheduled June 19,1984.

City of Red Wing /Goodhue County Emergency Response Plan for the Prairie Island Nuclear Power Plant Status: This plan will be converted to a format similar to the other counties. It is anticipated distribution will be completed by Augtst 1,1984.

State of Minnesota Emergency Response Plan for Nuclear Power Plants Status:

Due to exercise preparations, complexity of updates, and staff changes this plan's updates are not completed at this time.

We should be able to complete distribution
