It has como to my attention that th e U.S.

Nucionr Regulatory Commission (NRC) han a mooting scheduled for 10:00 a.m. July 31, 1984 to dincunn, and ponnibly veto ori, the full power license for the Grand Gulf Nucioar Station, and that the U.S.

Ilouco of Roprosentativos hold hearings on July 24, 1984.

In addition, I underntand that there are a number of unronolved issues in connection with that ntation which abould be addroccod before a full power liconno in granted, including, but not limited to, the mattor of the back-up diocol generator (T D I ), operator training and the ponniblo impropor certification

thoroof, faulty technical apoc.fications and quontions concerning the approval proccas.

f Page 2 provided for; that competerit, qualified personnel have b9en hired and properly cortified; that the manaqcment of ficials who allowed all of these problemn to occur have been replaced; that the replacement management officials poncenn the competence and integrity required to discharge their awesome responsibilities; arid that the NRC personnel, who recommended a Itw-power license be grarited while such a state of affairs existed, have been replaced by pornorinel who will be more demanding with regard to these, and other, nafety items.

Further, the r e q u i r e m e ri t s of 10 CPR 50.59(c)(1),

with regard to the treatment of chanqen to t e c h re i c a l specifications, have apparetitly not beers followed in thin case.

Likewise, the requirements af 10 CPR 50.90, et seq.,

regarejing public notice, comment and opporturit ty for a hearirig

,have not beeri compiled with, as well as the same provintons as they relate to consultation with the state.

We f eel that we a re crit i tled to a hearirig on these mattern before a licence can legally be issued.
