Gentlemen:

In Generic Letter (GL) 89-10 (Log Number 2984), the Nuclear Regulatory Commission (NRC) required, pursuant to 10 CFR 50.54(f), that licensees notify the NRC within 30 days after all design basis reviews, analyses, verifications, tests and inspections conducted to comply with the l

guidelines contained in the GL were completed. By letter dated March 22, 1995 (Serial Number 2287), Toledo Edison (TE) committed to complete its design basis reviews, analyses, verifications, tests and inspections for motor-operated valves (MOVs) subject to the guidelines contained in GL 89-10 and its supplements for the Davis-Besse Nuclear Power Station (DBNPS) by October 1, 1995.

The purpose of the letter is to provide the required notification that TE has completed the design basis reviews, testing, and analyses consistent with its commitments relating to the GL 89-10 MOV Testing Program. These commitments are described in TE's responses to GL 89-10 and its supplements, and in TE's responses to NRC Inspection Reports 92010 and 94012. These actions were completed by September 29, 1995.

This notification is made subject to NRC resolution of issues relating to MOV testing, such as valve mispos!tioning for Pressurized Water Reactors. Toledo Edison also recognizes that new industry information is continually becoming available. Toledo Edison may elect to consider this future information in its MOV Testing Program, which may involve changes to the scope of the program or to existing analyses.
