Response to NRC Generic Letter 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves" Gentlemen:

In Generic Letter (GL) 95-07 (Log Number 4597), the Nuclear Regulatory Commission (NRC) requested that licensees provide a written response indicating whether or not they will implement the actions requested in the GL and provide a schedule for completing the implementation. The ,

purpose of this letter is to provide the requested information. l l

1 Toledo Edison (TE) has performed evaluations of pressure locking and j thermal binding for safety-related power-operated gate valves (i.e.,

motor-operated valves, air-operated valves, and solenoid valves) in response to previously published industry information (e.g., Information ]

Notices, NUREGs, vendor notifications). As such, TE plans to take no additional specific actions in response to GL 95-07.

The evaluations performed in response to previous industry information included an assessment. of valve and/or system operability for those valves identified as being susceptible to pressure locking or thermal binding. In addition, the evaluations provided recommendations for corrective actions to alleviate the potential for pressure locking and thermal binding. These corrective actions included modifications for 1 approximately 11 of the potentially susceptible valves. Some of these i modifications have been completed and a schedule for implementation of the remaining modifications will be provided in the follow-up (180 day) response to GL 95-07.

Evaluations of the pressure locking and thermal binding phenomena for motor-operated valves (MOVs) included in the scope of the GL 89-10 MOV Testing Program were reviewed by NRC inspectors during a 1994 inspection 9510250133 951013 PDR P ADOCK 05000346 PDR i Operating Companies. ,f Clevehnd Dectne liiuminating k

of the GL 89-10 MOV Testing' Program for the Davis-Besse Nuclear Power f Station. The results of this inspection are documented in NRC  !

Inspection Report 94012. In this inspection report, the NRC 1 inspectors indicated that appropriate actions were being taken by TE.

In addition, no operability concerns were identified. Preliminary evaluations for the remaining (approximately 17) power-operated valves did'not indicate susceptibility of these valves to the pressure locking or thermal binding phenomena.
