Dear Sir:

The NRC issued Generic Letter (GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," on August 17,1995. In the GL, the NRC requested that addressees perform, or confirm that they previously performed, evaluations of operational configurations of safety-related, power operated gate valves for susceptibility to pressure locking and thermal binding. The GL also requested that addressees perform further analysis, and any needed corrective actions, to ensure that safety-related power operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions.

The NRC requested that all addresses submit, within 60 days of the date of the GL, a written response indicating whether or not they Intend to implement the action (s) requested in the GL.

If the addressee Intends to implement the requested action (s), the NRC requested that a schedule be provided for completing implementation of the requested actions. If an addressee chooses not to perform the requested action (s), they must provide a description of any proposed alternative course of action, the schedule for completing the attemative course of action (if applicable), and the safety basis for determining the acceptablilty of the planned alternative course of action. This letter provides PECO Energy Company's (PECO Energy) 60 day written response to GL 95-07 for Peach Bottom Atomic Power Station, Units 2 and 3, and Umerick Generating Station, Units 1 and 2.
