t VOGTLE ELECTRIC GENERATING PLANT GENERIC LETTER 95-07 PRESSURE LOCKING AND THERMAL BINDING On August 17,1995, the NRC issued Generic Letter 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves." The generic letter a

contains a number of recommendations to ensure that pressure locking and thermal binding will not prevent safety-related gate valves from performing their design-basis functions. The generic letter requires licensees to respond within 60 days regarding their intentions relative to the implementation of the following requested actions outlined in the

. letter:

Within 90 days:

)

1. Perform a preliminary screening to identify valves which may be susceptible to pressure locking and/or thermal binding.
2. Document a basis for operability of potentially susceptible valves, or take appropriate actions in accordance with Technical Specifications.

Within 180 days:

1. Perform a detailed evaluation to identify valves which may be susceptible to pressure locking and/or thermal binding.
2. Perform additional analysis, and identify corrective actions, as required, to ensure that

. susceptible valves will be capable of performing their design-basis function.

Georgia Power Company (GPC) will implement the recommendations outlined in the
generic letter consistent with the requested actions to be completed within 90 days and

~

180 days respectively from the date of the generic letter. Georgia Power Company will also provide'a schedule for implementing any modifications that may be required in the

'180 day response.

In addition, GPC is participating in the Westinghouse Owners Group (WOG) Pressure Locking and Thermal Binding Task Team. -The WOG is working to develop a

. standardized methodology to address this issue and the results of this effort will be.
