(a) 10 CFR 50.54 (q) report of changes to the OSTR Emergency Response Plan, which do not decrease the effectiveness of the plan.
(b) Report of the implementation of the new OSTR Emergency Response Plan Gentlemen:
During the week of July 16-20,1984, the OSTR staff completed alliora the required initial training for our facility personnel and support agency personnel relative to implementation of the new OSTR Emergency Response Plan and implementing procedures.
In addition, an action drill was successfully performed on July 20, 1984. As a result of the training and the drill, a number of minor changes to the plan were made.
None of the changes decrease the effectiveness of the plan. As required by 10 CFR 50.54 (q), the changes are hereby reported, end are sumarized in Attachment A to this report for your information. The changes listed in Attachment A have been reviewed and approved by the OSTR Reactor Operations Committee.

.With the completion of the training and the drill, all.the necessary requirements for implementation of the new plan are finished. The new plan is therefore implemented effective July 24, 1984.
We have initiated a new control copy procedure for the OSTR Emergency Plan and have therefore included a completely updated nunbered control copy of the plan (control copy #27) with this cover letter. Changes are indicated by a vertical line in the right margin on all affected pages.
