I have your Memorandum of October 2, 1984.
I will be pleased to supplement my letter of Septem-ber 27, 1984 by " spelling out details" as your Memorandum indicates is desirable and will also address the legal ques-tions raised in your Memorandum.
Unfortunately, I cannot do so by October 16, 1984 nor can I appear on that date because of the pressure of prepa-ration for a major hearing in Houston Lighting & Power Co.,
et al v.
Brown & Root, Inc., et al. before Judge Hardy on October 17, 1984.
I would be pleased to appear at some other date if the 3
Board wishes.
I apologize for being unable to attend the October 16, 1984 hearing.
