Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Environmental Qualification /IE Circular 81-06 By letter dated May 18, 1981,GPUN supplied information on Foxboro transmitters used at TMI-l as part of a response to a request for information on environmental qualification for equipment needed to respond to design basis small break loss of coolant accidents.

Four Foxboro transmitters (SP6A-PTl, SP6A-PT2, SP6B-PTl, SP6B-PT2) were identified as 4-20 mA type and therefore not subject to the concern identified by IE Circular 81-06 for certain 10-50 mA type transmitters. During a recent QA audit, it was discovered that these four transmitters were indeed 10-50 mA type, but do not have the suffix codes listed in IE Circular 81206 as be'ing potentially defective. Six other transmitters (RC3A-PT3, RC3A-PT4, RC3B-PT3, PT-282, PT-285, PT-288) listed in our May 18, 1981 submittal are also Foxboro 10-50 mA transmitters, but these transmitters also do-not have the suffix codes in question. As a result, the NRC letter of October 8, 1982 to GPUN providing an evaluation of GPUN's responses to conditions of restart proposed in the testimony of Dr. Rosztoczy of the Equipment Qualification Branch as it addresses Condition No. 6, is in error.

A check of Foxboro transmitters in stock for TMI-l identified eleven 10-50 mA transmitters with the suffix codes specified in IE Circular 81-06. These transmitters have been tagged to specify that the transmitters must not be used in harsh radiation and temperature environments. One potentially defective 10-50 mA Foxboro transmitter was installed on a Neutralizing Tank. The Neutralizing Tank is part of the Industrial Waste Treatment System, a non-Important to Safety System.
