The subject License Amendment Request set forth, in part, to implement the l
provisions of Generic Letter 89-01, " implementation of Programmatic Controls for i
Radiological Effluent Technical specifications in the Administrative Controls Section
(
of the Technical Specifications and the Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or to the Process Control Program".
Generic Letter 89-01 stipulates, "A complete and legible copy of the revised ODCM (Offsite Dose Calculation Manual) should be forwarded with the amendment request for NRC use as a reference. The NRC will not concur in or approve the revised ODCM." In accordance with the guidance of Generic Letter 89-01, attached for NRC reference is the revised Prairie Island ODCM. The ODCM is transmitted by separate letter at this time since its revision was not complete in July when the subject i
License Amendment Request was submitted.
Technical Specification requirements relocated to the Offsite Dose Calculation Manual were prepared in accordance with the Prairie Island Technical i
Specifications Section 6.5 as amended by the subject license amendment request.
This revision to the ODCM constituted a major rewriting of the Manual which

10/16/95 Page 2 of 3 affected major portions of every page. Therefore, changes to the Manual were NOT sidelined. instead, sidelining has been used to identify those changes which comprised substantive changes from previous Technical Specification or ODCM requirements.
The information provided by this letter does not modify the subject license amendment request, therefore the Safety Evaluation, Significant Hazards Determination and Environmental Assessment originally presented in the July 17, 1995 submittal contir:ue to bound the proposed license amendment.
