Dear Ms. Shoemaker:

This letter is in response to our phone conversation of July 18,

1984, regarding the questions raised by the Appeal Board concerning the manner in which papers filed on behalf of the State of New York are being signed.

The State of New York is appearing through the Governor.

Hence, papers are being signed by Fabian Palomino, Special Counsel to the Governor.

The same procedure has been followed throughout the Shoreham proceedings and New York State's papers will continue to be filed in the same manner.
