Gentlemen:
In the referenced 1-tter you requested that we demonstrate why our operating license should not be modified to require automatic initiation of reactor coolant pump seal cooling upon a loss of offsite power. To fully address the issues addressed by your letter we will require additional time to prepare our response. Thus, we request a six-week extension to the response deadline. This time will be used to ensure that all implications associated with an automated seal cooling supply are thoroughly considered and that the suggested plant modifications are consistent with the safety concerns addressed by USI A-44, Station Blackout and Generic Issue A-23, Reactor Coolant Pump Seal Integrity.
