_'TO SUPIORP OPERATION IN 'INE FJJJA REGION Gentlemen:

In accordance with the provisions of 10 CFR 50.90, Georgia Power Company (GPC) hereby proposes an amendment to the Edwin I. Hatch Unit 2 Technical Specifications (Appendix A to the Operating License) . These proposed changes would provide an additional restriction on plant operation daring the Limiting condition for Operation riith one recirculation loop out of service. 'the NRC staff has previously indicated to GPC that this proposed amendment would have to be added to the Hatch-2 Technical Specifications before operation in the Extended Load Line Limit Analysis (MJJA) Region of the Power / Flow operating map would be allowed.

GPC previously aabnitted proposed 'nx:hnical Specifications to allow operation in the mJJA region by letter dated February 6, 1984 (NED-84-030) . 'Ihis latest albmittal is provided to address NRC staff concerns regarding Reactor Power Invel stability daring plant operation at certain high power -

low flow conditions. This proposed change would regtire that the plant be operated below the limit shown in 'n!chnic'al Specification Figure 3.4.1.1-1, which corresponds to a load line leading to 80% reactor power at rated core flow, within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> after the loss of service of one recirctilation loop.

.111y 12, 1984 Page 'IWo Both the Plant Review Board and the Safety Review Board have reviewed the proposed charges and have determined that they do not involve an unreviewed safety glestion. 'Ite probability of occurrence and the conseglences of an accident or malfunction of eglipment inportant to safety would not be increased above those analyzed in the ESAR die to this proposed change becalse the affected system will still be restricted to operational conditions bounded by those described in the FSAR. The possibility of an accident or malfunction of a different type than analyzed in the FSAR would not reallt from this proposed change beca1se no new operational or transient modes would be allowed by the new reglirements. 'Ite margin of safety as defined in the Technical Specifications would not be rediced due to this proposed change becalse it would reallt in a more conservative restriction on allo ed operational conditions.
