Dear Mr. DeYoung:
Subject:
Procurement Quality Assurance and Receipt Inspection Vermont Yankee has addressed the specific concerns of your May 29, 1984 letter in conjunction with our review of Reference c). We have determined that none of the subject units have been supplied to our facility.
Regarding the generic implications of this type of vendor product quality problem, I concur that stringent QA program implementation, including judicious selection of suppliers and perfonnance of receipt inspections, is essential to the prevention and detection of such problems. Vermont Yankee employs a vendor evaluation and procurement document review process which is designed to assess a vendor's ability to provide a quality product and to establish the degree of quality assurance oversight to be applied to the purchase of safety-related items. Furthermore, we require receipt inspection of all safety-related materials and components to ensure that the procurement specifications have been met and that the quality of the items is adequate for the intended service.
