Dear Mr. Johnson:
This letter is written in response to your letter of May 16, 1984, which transmitted Inspection Report STN 50-482/84-09. As requested, the viola-tion (482/8409-01) identified in the Inspection Report is being addressed in three parts, a)
The corrective steps which have been taken and the results achieved 1 b)
Corrective steps which will be taken to avoid further violations 1 and c)
The date when full compliance will be achieved.
c VIOLATION: @ LURE TO CONTROL ACTIVITIES AFFECTING QUALITY Finding:
10 CFR Part 50, Appendix B, Criterion II, requires, in part, that activities affecting quality shall be accomplished under suitably controlled conditionc.
Contrary to the above, during a tour of the facility on April 3, 1984, the NRC inspector discovered the safety-related battery rooms for NK 13 and NK 14 were uncontrolled for access and the NK 13 battery room was being used for weld preparation of piping.
Additionally, Battery NK 14 had scaffolding erected around it i
and the battery appeared to have been walked on.
These activities were being conducted in these rooms after the battery preoperational test was completed and the rooms should have been controlled.

Response s a)
Corrective steps which have been taken and results achieved:
New locks were installed on the battery rooms and access to these rooms is being controlled. Protective covers have also been erected over the batteries for protection.
An evaluation was performed by the Startup group and has determined that the work activities in the battery rooms had no adverse effect on the equipment, nor the preopera-tional test.
b)
Corrective steps which will be taken to avoid further violation:
All significant work to be performed in any KG&E controlled building or area must be approved in advance. An individual, reporting directly to the Plant Manager, has been assigned the responsibility of building and area control and a KG&E controlled Building Work Permit is being established. This permit will have to be approved by the Superintendent of Operations, Operations Coordinator, Call Superintendent or the individual assigned the responsibility of building and area control. A copy of this permit will be maintained at the primary access point of the building and the Control Room, until the work is complete or the permit expires. -
Additionally, a Standing Order has been issued by the Super--
intendent of Operations governing door opening and room inspection. It delineated the requirements and authority for. proper work methods, random checks of the areas while work is being performed, inspection of the area upon completion of the work and authority 'to stop any work not being properly performed.
c)
Full compliance will be achieved by July 1, 1984.
