Mr. Thomas E. Murley, Director United States Nuclear Regulatory Commission Office of Inspection and Enforcement, Region I 631 Park Avenue King of Prussia, PA 19406
SUBJECT:
NRC Region I Letter dated March 12, 1984 RE: IE Bulletin No. 84-02 Failures of General Electric Type HFA Relays in Use in Class lE Safety Systems Limerick Generating Station Units 1 and 2 Docket Nos. 50-352 and 50-353 FILE:
Govt 1-1 (IE Bulletins)
Dear Mr. Murley:
The Philadelphia Electric Company has reviewed IE Bulletin No. 84-02 submitted with the subject letter, received on March 12, 1984.
General Electric type HFA relays are supplied in the safety and non safety-related systems in both units at the Limerick Generating Station.
Twelve (12) relays per unit are provided in the safety-related systems, and approximately 120 relays per unit are supplied in the non safety-related systems.
The following program was determined in order to address the HFA relay concerns at Limerick:
I.
Tha GE type HFA relays in use in Class lE systems will be replaced with the new Century Series type HFA relays.
This action is in compliance with the manufacturer's recommendation presented in Service Advice No. 721-PSM-152.2A, dated 6/7/82.
II.
The coil assemblies of the GE type HFA relays in the non-Class lE systems will be replaced with the new Century Series relay coil conversion kits.

Mr. Thomas E. Marley.
l At present, this corrective action, HFA relay / coil assembly replacement, is 90% complete for Unit 1.
All HFA relays in the safety-related systems have been replaced, but several coil conversions are still required.
It is expected that the Unit 1 replacement will be completed by September 15, 1984.
No HFA relays / coil assemblies have been replaced in Unit 2 at this time.
In order to prevent their use as replacement parts in future maintenance efforts at Limerick, the older and problematic HFA relays / coil assemblies will be discarded.
In addition, an adequate number of new coil conversion kits have been supplied for the replacement of existing coils in presently
" spare" HFA relays in the non-Class lE systems at Limerick.
Century Series type HFA relays will be purchased as " spares" for HFA relays in the safety-related applications at Limerick.
