We have reviewed IE Bulletin 84-02, " Failures of General Electric Type HFA Relays in Use in Class 1E Safety Systems," for applicability to Beaver Valley Unit 1.

As a result of our review, no HFA relays were identified as being installed or planned for installation in safety-related systems at our facility.

Item 3 of the bulletin states, "if your plant does not use or plan to use the nylon or Lexan-type GE HFA relays in the safety-related systems discussed above, a negative response is requested within 120 days of receipt of this bulletin, and no further action is required".

Accord-ingly, our actions with respect to the bulletin are complete.

However, in order to adequately address the generic concerns, as recommended on page 5 of the bulletin and in IE Information Notice 84-20, additional reviews are being performed in order to identify any related potential problems at our facility. Thus far, one common mode relay failure was identified on the station air compressor controls where the BFD relays were failing(due to the coil being unable to withstand the battery equali-zing charge Information Notice 83-08). However, corrective action ini-tiated in 1981 has resolved the deficiency by replacing the coils with higher voltage-rated coils.

If any potential deficiencies are identified in our reviews, corrective action will be initiated commensurate with the deficiency.

The manpower expenditure for this bulletin is approximately 112 man-hours for the HFA relay review, 3 manhours for report preparation, and an additional 20 manhours is expected to complete the generic review.
