DPR-71 & DPR-62 SUPPLEMENTAL RESPONSE TO IE BULLETIN No. 83-06

Dear Mr. O'Reilly:

SUMMARY

By letters dated November 18, 1983 (Serial No. LAP-83-531), November 15, 1983 (Serial No. LAP-83-525), and November 18, 1983 (Serial No. LAP-83-533),

Carolina Power & Light Company responded to IE Bulletin 83-06, " Nonconforming Materials Supplied by Tube-Line Corporation Facilities At Long Island City, New York; Houston, Texas; and Carol Stream, Illinois." Carolina Power & Light Company (CP&L) provides the following additional information concerning the status of actions taken in response to the hulletin.

DISCUSSION The general concerns expressed in the bulletin were reviewed for applicability to CP&L, as requested. As part of our review, CP&L investigated the possible use of additional inspection and testing during receipt inspection to strengthen quality assurance capabilities in detection of fraudulently supplied material. In the responses referenced above, CP&L stated it would report the results of the above referenced investigation. A program is scheduled to be implemented during the third quarter of 1984 at each of CP&L's nuclear power plants which will reduce the probability of accepting fraudulent or nonconforming materials (safety-related pipe, pipe fittings, and pipe components) during receipt inspections.

Improved receipt inspection capabilities will be provided by including additional visual inspection',,

criteria and training, alloy verification, and hardness testing.
