In our letter of March 12, 1984 (File: X7BC24, Log: GN-329),in response to I&E Bulletin 83-07, "Apparently Fraudulent Products Sold by Ray Miller, Inc." the Georgia Power Company indicated that the final re-sults of its investigation of this concern would be submitted to the NRC on or about June 24, 1984. Georgia Power Company has completed its in-vestigation and har concluded that no materials supplied by Ray Miller, Inc. have been used in or provided for safety-related applications at the Vogtle Electric Generating Plant. The investigation is summarized in the attachments..

Subject:

IE Bulletin No. 83-07, Apparently Fraudulent Products Sold by Ray Miller, Inc.

Purpose:

Nuclear power reactor licensees were informed in January, 1983 by Information Notice 83-01 that fraudulent products may have been sold to nuclear industry companies by Ray Miller, Inc.

Available information regarding specific purchase orders for which materials were apparently substituted was provided to the licensees in IE Bulletin 83-07 and its two supplements. The licensees were requested to determine where suspect material has been installed in plants, evaluate .its safety significance, and tag or dispose of suspect material not yet installed.

Applicability: The Vogtle Project has made surveys of suppliers to determine whether any apparently fraudulent materials have been received at the VEGP jobsite. Results of the surveys show that material from Ray Miller, Inc., of Decatur, Georgia, was received at the jobsite and that no materials were received from any other Ray Miller source. The material received consisted of the following:

(1) One ten foot section of Schedule 40 S/S 304L, 1-1/4 inch pipe was supplied by Modern Welding Company, Inc.

This material was used in the fabrication of the Auxiliary Building safety-related sump lining assembly but was subsequently scrapped because the sumps failed to meet specification requirements.

(2) Eight 3/4 inch 3000# SCRD couplings tagged 7068; two 6 inch 150#, WNRF 40S, 304 flanges; two 6 inch 90LR 40S 304L elbows; and two 4 inch 90SR, 40S 304L elbows were used in the fabrication of the vacuum degasifier in the Unit 1 Auxiliary Feedwater System (Plant Equip-ment No. 1-1302-04-001-E01). This equipment is non-safety related.

(3) Eight 3/4 inch 3000#, SCRD couplings tagged 7069; two 4 inch 90EL 40S, 304L elbows; and four 4 inch 150#

WNRF flanges were used in the fabrication of the vacuum degasifier in the Unit 1 Reactor Makeup Water Storage Tank and Degasifier System (Plant Equipment No. 1-1228-D4-001-E01). This equipment is non-safety related.

Items (2) and (3) above have been documented in Deviation Report MD-5565. These non-safety related materials were dispositioned and used as-is based on an engineering evaluation that showed the material had been drop-shipped from Tubeline Corporation of Carol Stream, Illinois, to Modern Welding of Decatur, Georgia without any handling by Ray Miller Inc., Decatur, Georgia.

Page 2 of 2 Attachment a Attachment b lists suppliers contacted by the Vogtle Project regarding use and supply of Ray Miller, Inc. material. Each supplier, with the exception of Modern Welding, stated that no such material had been used by them or their suppliers.

The final conclusion is that Ray Miller, Inc., material has not been used in or provided for safety-related applications for the Vogtle Electric Generating Plant.
