i Gentlemen:
i Notice of Violation 50-482/8909-03 concerned Wolf Creek Nuclear Operating l
Corporation's (WCNOC) failure to complete Technical Specification Surveillance Testing (source checks) for process effluent radioactivity monitors.
As part of WCNOC's corrective actions for this violation, WCNOC stated that the process l
effluent radioactivity monitors would receive: system source checks, radioactive material release path isolation valve stroke tests (as applicable), and release setpoint adjustments prior to commencement of a radioactive release.

WCNOC established the requirement for stroking the isolation valves in order to I
demonstrate the valve would close upon demand if the radioactivity monitor were to detect an unacceptably high level of radioactive material in the release stream.
Since the implementation of the above discussed commitments, WCNOC has performed the required valve stroke tests approximately 1,000 times.
During the performance of these tests the valves have performed satisfactorily.
WCNOC has determined I
that the valves are reliable and that further testing of the valves prior to commencing a radioactive release is not warranted.
The valves will receive quarterly testing in accordance with the requirements established in the Offsite Dose Calculation Manual.
WCNOC intent to implement this change was discussed with Dr.

Nicholas, NRC Region IV, during the performance of NRC Inspection 95-20.
