Re Petition of Alabama Power Company for a Declaratory Order'in Operating Licenses l
Dear Commissioner Zech:
On July 3, 1984, Alabama Power Company ("APCO") filed a Petition for Declaratory Order, requesting the Commission i
to institute proceedings leading to the issuance of a declaratory order clarifying APCO's responsibilities under an antitrust condition contained in its licenses to operate the Joseph M. Farley Nuclear Plant.
Thereafter, we became aware of your Recess Appointment.
In order to facilitate your consideration of APCO's Petition,.we are enclosing copies of the' July 3 submittal, including the transmittal r
