As discussed in our letter of April 4, 1984 (5211-84-2082) and a subsequent telephone conversation of April 16, 1984, with members of your staff, GPUN plans to perform a series of analyses which will allow for various RCS cooldown rates under natural circulation conditions, without upper head bubble formation. This work is being performed in association with the B&W Owners Grcup so as to have a consolidated approach. Until these analyses are completed and reviewed, GPUN will operate with a procedure consistent with our response of April 4,1984. This procedure (OP 1102-16) will be available at THI-1 for NRC review by the middle of July 1984.
