Dear Mr. Keppler:

On June 8,1984, Messrs. T. J. Maiman (Manager of Projects), M. J.

Wallace (Assistant Manager of Projects and Braidwood Project Manager) and E. E. Fitzpatrick (Assistant Manager of Quality Assurance) introduced the Braidwood Construction Assessment Program ("BCAP") to you and other NRC personnel during a public meeting. The purpose of this letter is to provide the BCAP scope document to you, and to request the NRC's review of the BCAP and concurrence with the approach that Commonwealth Edison Company is taking.

It is our intent that, at the completion of the BCAP, both Commonwealth Edison Company and the NRC will be able to conclude with high confidence that Braidwood Station has been constructed in accordance with regulatory requirements.

To that end, Commonwealth Edisen Company requests BCAP.

NRC review of and concurrence in the program described in the We further request that the NRC overview the implementation and documentation of the BCAP activities to the extent which the NRC deems necessary in order to reach a conclusion that the results of the BCAP effort are reliable.

As was indicated in the June 8,1984 meeting, Commonwealth Edison Company will work closely with you and your staff to assure resolution of any comments that the NRC might have regarding BCAP. In addition, Commonwealth Edison Company will provide to the NRC the final report documenting the implementation and results of the program.
