The Georgia Power Company wishes to submit the following information concerning the violation discussed in your inspection report 50-424/84-04 and 50-425/84-04:

1 Violation 50-424/84-04-01, " Failure to Follow Procedure for Concrete Ex-pansion Anchor Inspection" - Severity Level V.

(1) Georgia Power Company acknowledges the conditions identified in the violation in that one wedge anchor in each of two base plates were found at less-than-specified torque value; however, Georgia Power Company denies that the conditions are due to a failure to follow inspection procedures.

(2) Georgia Power Company is reviewing' avail'able. literature and test results on concrete expansion anchor studies which in-dicate that relaxation of wedge ~ anchors may occur within a relatively torque.~ Georgia short time Power following the application will conduct of preload.

if this phenomenon may have contributed to the " discrepancies" found by the USNRC Inspector. The studies being reviewed show that the relaxation of the bolt does not affect the strength of the anchor. .

(3) A review has been conducted of Vogtle Procedure GD-T-27,

" Installation of Concrete Expansion Anchors", and of the inspection documentation for the concrete expansion anchors speci#ied in the violation. The inspector who conducted both inspections is a highly respected individual whose werk is extremely thorough and accurate. Georgia Power Company is

United States Nuclear Regulatory Commission 40-424/84-04,50-425/84-04 Page Two confident that the anchors specified in the violation were inspected in full. compliance with procedural requirements and met all acceptance criteria at the time of inspection.

(4) & (5) Georgia Power Company estimates that its evaluation of this matter will be completed in approximately thirty days and expects to submit a detailed report of the results to the USNRC by May 21, 1984.
