On March 25, 1977, the U. S. Nuclear Regulat'ory Commission ("NRC") issued Construction Permit No. CPPR-145 to Gulf States Utilities Company ("GSU" or 1

Applicant") for the River Bend Station, Unit 1.

On October 3, 1980, the NRC

  • ownership interest in Unit 1 of-the River Bend Station by Cajun Electric Power Cooperative, Inc. (" Cajun"). In accordance with the Atomic Energy Act i

Description of Business and Organization of GSU and Cajun GSU Gulf States Utilities, a Texas Corporation, was incorporated in 1925 and is primarily in the business of generating, transmitting, and distributing electricity to 541',754 customers in Southeast Texas and South Central Louisiana. The service area extends 350 miles westward from Baton Rouge, 1 Louisiana to a point about 60 miles east of Austin, Texas. The service area encompasses the northern suburbs of Houston and major cities such as Conroe, Huntsville, . Port Arthur, Orange, and Beaumont, Texas; Lake Charles and Baton Rouge, Louisiana.

Cajun Cajun Electric Power Cooperative, Inc., incorporated in the State of Louisiana, is organized and operated as a power supply cooperative owned by a federation of thirteen electrical distribution cooperatives serving rural Louisiana. Cajun is principally engaged in the business of generating electrical energy and providing wholesale energy to-its member cooperatives at numerous points throughout the state.

GSU also requests for such additional source, special nuclear and by-product material licenses as may be necessary and appropriate to the operation of the plant. Applicant has combined its application for these licenses in this single application as permitted by 10 C.F.R. 50.31.

Description of Facility and Use to Which Facility Will be Put GSU proposes to operate a boiling water reactor nuclear unit (warranted l1 at 2894 MW t with estimated net electrical output of 936 MWe) for the t generation of commerical electric energy. Details concerning the plant, the site, and the attendant environmental considerations are contained in the FSAR and the ER-OL, which constitute part of this application.

Therefore, Gulf States Utilities is submitting the

, following information with regard to the cancellation of Unit 2:

2. Amendment 1 to " River Bend Station Application for License" - General Information (3 signed originals and 19 copies as required by 10CFR 50.30 (c)(1)(ii))*

Accordingly, we request that Construction Permit No. CPPR-146 be terminated. .

  • This information supersedes the Application for License provided by GSU on April 22, 1981. Please remove the 1981 submittal (both License Application and Exhibits) from the three ring binders previously supplied and insert the amended version.

A Motion to the Atomic Safety and Licensing Board requesting that the Board authorize withdrawal, without prejudice, of the Unit 2

' Application for Operating License, is being made contemporaneously.

Appropriate amendments to the Final Safety Analysis Report (FSAR) and the Environmental Report Operating License Stage (ER-OLS) documents will follow over the next several months. It is our understanding from conversations.with your Staff that the Safety Evaluation Report (SER) and the Draft Environmental Statement (DES) have been prepared reflecting one unit operation based on our letter of January 6,1984 to the Atomic Safety and Licensing Board.
