Dear Mr. Denton:
In withdrawing the UCLA application for renewal of operating license R-71, it will be necessary for UCLA to continue under a " possession only" license.
With this in mind, UCLA has rendered the reactor inoperable by severing all control rod drive shafts at the surface of the biological shield, has initiated action to return the fuel to the Department of Energy, and is engaged in formulating deconmissioning plans.
This is a request to a=end the UCLA operating license to a possession only license with possession to initially include those items specified in the license as amended March 2,1983. The Cocsission vill be advised of depletions of these items as they are removed from the site for disposal (fuel) or possibly transferred to other licenses (lesser items).
