APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),
holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to require performance of a battery service. test during the fourth refueling outage and at 18-month intervals thereafter.
The proposed technical specification change is set forth in Attachment A to this Application.
A safety evaluation is set forth in Attachment B.
Based on the guidance provided by the Commission and examples of changes not likely to involve a significant hazards consideration, published in the Federal Register (48 FR 14864), we have determined that the proposed change falls within the following commissions examples:
(1) A purely administrative change to technical specifications.
Therefore, in accordance with 10 CFR 50.92, we have determined this proposed change is not'likely to involve a significant hazards consideration.
WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No. DPR-66 be amended in the form attached hereto as Attachment A.
