Dear Sir:

American Bridge Division, United States Steel Corporqtion has reviewed the above-referenced report concerning Waterford SES Unit 3 Nuclear Plant which contains certain allegations regarding deficient shopwelds purportedly fabricated by American Bridge's subcontractor, Peden Steel.

These allegations are totally without justification with respect to American Bridge. American Bridge had no contractual or subcontractual agreement whatsoever with Peden Steel which dealt- directly with Louisiana Power and Light and Ebasco. ~Those parties, and not American Bridge, are responsible for the quality of the structural steel shopwelds and any necessary corrective action.

In order to avoid further damage to American Bridge, we hereby request that any reference to Peden Steel as our subcontractor and any language suggesting that we are thereby responsible for their problems be deleted from Inspection 50-382/84-07 as soon a',possible. Problems asso-ciated with Pederi and shopwelds should be evaluated separately from any discussion of American Bridge's erection, field welding, and bolting activities as noted in such report.
