T.J. Kovach letter to NRC dated August 27,1991 Reference (b) provided Commonwealth Edison Company's (CECO) response to the Unresolved item identified in Reference (a) letter and inspection Report.

As a result of discussions with the Senior Resident inspector, supplemental information was requested on the corrective actiont: taken to improve the usage of compensatory actions within the ENC-QE 40.1 procedure.

A revision to ENC-QE 40.1 has been completed which includes improvement to the Compensatory Actions section of the procedure. The changes Ir,'.coduced in the revision provide additional emphasis on the use of compensatory actions. Specific guidance is given to the cognizant engineer regarding the use of assumptions that are less conservative than those stated in the UFSAR; asumptions that are outside of the Station's direct control; and the associated necessary compensatory actions. These changes shoulJ give the user a greater awareness of making valid, verifiable assumptions and the importance of the associated compensatory actions. The revised ENC-OE 40.1 i

procedure containing these and other changes has been reviewed and approved and was issued on January 3,1992, if there are any questions or comments regarding this response, please a itact Denise Saccomando, Compliance Engineer, at 708/515-7285, Very truly yours, f
