Dear Mr. Keppler:
COORDINATION OF WORK WITH OPERATIONS ACTIVITIES CALLAWAY PLANT Region Inspectors have expressed concern over the level of control of work activities during fuel load and initial startup at Callaway Plant.
To reduce these concerns, Union Electric feels an explanation of current operational control processes is necessary.
All work activities are initially reviewed by discipline planners within our Operations Planning & Scheduling Department who define work scope, material needs, radiation work permit requirements, procedural requirements as well as system out-of-service requirements.
This organization also defines retest or surveillance requirements to restore the equipment to an operable status.
The work activity is then forwarded to schedulers within the department who review each activity in the power block for system impact, mode restraints, and safeguards reauirements to maintain Limiting Conditions of Operation as prescribed by the Technical Specifications.
The computerized schedule developed by the scheduling organization is updated daily by each discipline performing work activities on site.
This schedule dictates the work activities in progress and those beginning each day.
Recognizing the need to coordinate work activities with the test program and other operations activities, in February we established the position of Project Schedule Shift Coordinator.
Prior to each shift, the Shift Coordinator presides over a meeting

Mr. James G. Keppler Page 2 June 1, 1984 attended by discipline supervisory personnel to review activities to be performed on that shift and any interference which could occur based on the specific work function.
The Shift Coordinator also attends a Shift Test Directors coordination Meeting to con-sider any interference which could impact the operations test program.
Ultimately, the Shift Supervisor approves initiation of all work requests as well as equipment out-of-service requests allowing work to begin on power block systems.
We expect to con-tinue to coordinate work activities in this manner through the entire power ascension test period.
Union Electric Management feels this operational program

will control work activities and assure that such activities will not affect the safe performance of fuel load and the subsequent Power Ascension Test Prcgram.
