This letter was written to clarify issues raised at a meeting with you and Mr H Livermore in an attempt to close out unresolved item 20 from NRC Inspection Report 82-22.

When the reply is received from the ASME, we will arrange another meeting with you to present the Consumers Power Company position.

We request that you allow us an extension to respond to this unresolved item as the ASME may not provide a timely response to our letter.

Background:

ND-5220 PIPING, PUMPS AND VALVES All pressure-retaining weld 'n piping, pumps and valves greater than 4 in. nominal pipe size shall be examined by either the magnetic particle, liquid penetrant or radiographic method. Accept-ance standards shall be those stated in NB-5000.

Inquiry: Under the rules of Section III, 1971 Edition thru Summer of 1973 Addenda, is NDE required for pressure-retaining Class 3, Category "B", Circumferential welds in piping, pumps and valves for 4 inch nominal pipe size and smaller?

Proposed Reply: NDE is not req'2 ired for Class 3, Category "B" Cir-cumferential welds in piping, pumps, and valves for 4 inch nominal pipe size and smaller.
