Dear Mr. Bay:
Enclosed is University's re-draft of your proposed stipulation, dated June 15, 1984, which I received this afternoon.
If this stipulation'is acceptable to you, please sign it and forward it to Ms.
Woodhead for her signature.
As I explained to you in our telephone conversation, the changes made in the stipulation are designed to remove some ambiguity and to more clearly reflect University's course of action with respect to disposition of the reactor fuel. My concerns is this regard were expressed to you in our conversation last Friday morning. The language I have substituted repeats the. langauge I discussed with you at that time.
In particular, your reference to removal of'the fuel prior "to the beginning of the Olympic Games" is inappropriate and unacceptable to the University.
That language creates an expectation that cannot be realized. You should be aware that the period of security concern for the Olympic Games begins on July 7, 1984 and not at the time the Games "begin", July 28, 1984.
