  • , SAFETY EVALUATION BY THE OFFICE _.0F NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 68 TO FACILITY OPERATlHG LICENSE NO. DPR-80 AND AMENDMENT NO. 67 TO FAtlLITY OPERATING LICENSE NO. DPR-82 PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 00CLET NOS. 50-275 AND_50-323

1.0 INTRODUCTION

By letter dated August 7, 1991, as supplemented by letter dated November 22, 1991. Pacific Gas and Electric Company (or the licensee) submitted a request for changes to the Technical Specifications (TS). The proposed amendments would revise the combined TS for the Diablo Canyon Power Plant Unit Nos. 1 and 2 to change Section 6.0 regarding the offsite review committee. The amendment includes changing the comittee name from General Office Nuclear Plant Review and Audit Committee (GONPRAC) to Nuclear Safety Oversight Committee (NSOC),

changing the comittee composit'on, and climinating the use of alternates on the comittee.

2.0 EVALUATION The NRC staff has reviewed the 15 changes proposed by the licensee and finds them acceptable based on the following evaluation:

(a) TS6.5,"ReviewandAudit,"6.6,"RegortableEventAction,"6.7 Record Retention," - The IIc

" Safety Limit Violation," and 6.10, requested that these TS be revised to change the name of the General OfficeNuclearPlantReviewandAuditCommittee"(GONPRAC)to" Nuclear Safety Oversight Committee" (NSOC).

The NRC staff has revicw these changes and found them acceptable because the changes are editor'ial.

(b) TS 6.5.3.2, " Composition".- The licensee requested that *he composition of GONPRAC/NSOC be redefined by deleting the specific titles of mambers and implementing the following requirements:

(1) the committee chairman and members shall be eppointed in writing by the Senior Vice PresidentandGeneralMan:ger,NuclearPowerGeneration,(2)the chairmen will have a minimum of six years of professional level managerial experience in the power generation ficid, (3) the comittee members shall have a minimum of five years of professional level experience in the field of their specialty, and (4) the chairman and committee shall have qualifications that meet or exceed the requirements and recomendations of Section 4.7 of ANSI /ANS 3.1-1978.

. i The NRC staff finds this requested change acceptable because it meets the appropriate acceptance criteria of Section 13.4 of NUREG 0600 the Standard Review Plan.

Referencetothe1978versionofANSI3.1 is consistent with other Diablo Canyon TS references to this ANSI standard.

The additional experience requirenents have been included to satisfy the staf f's requirement for years of experience.

(c) 15 6.5.3.3, " Alternates" - The requested amendnent would eliminate the use of alternate offsite review comittee members.

The NRC staff finds this requested change acceptable because it places more restrictive controls on the committee membership necessary for the performance of GONPRAC/NSOC functions identified in the TS.

(d) TS 6.5.3.5, "Heeting frequency" - The requested amendment would eliminate reference to the committee meeting frequency duiing the fit st year of plant operation.

The NRC staff finds this requested change acceptable because the information is no longer applicable.

3.0 5, TATE CONSULTATION In accordance with the Consnission's regulations, the California State of ficial was notified of the proposed issuance of the amendments. The State official had no consnents.

4.0 ENVIRONMENTAL CONSIDERATION

These amendments relate to changes in recordkeeping, reporting and administra-tive requirements. Accordingly, these amendnents meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or er.vironmental assessment need t,e prepared in connection with thc issuance of these amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) th'e issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
