Technical Specification Clarification - Supplemental Information Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following changes to Appendix A of the Operating License.

PROPOSED CHANGE By letter, dated June 5,1984 [ Reference b)], we submitted Proposed Change No.120 to our facility Technical Specifications. This submittal included changes to Pages 2 ard 130 of our Technical Specifications.

The purpose of the Supplement is to provide you with the enclosed revised Page 130, which supersedes our previous submittal. In addition, we are hereby withdrawing Page 2 from consideration for amendment.

Additional clarification has been added to Page 130 to reflect recent discussions with members of your Staff regarding the scope of our Proposed Change.

REASON AND BASIS FOR CHANGES The reason and bases for the change are discussed in Reference b).

SAFETY CONSIDERATIONS The safety considerations of this change are discussed in Reference b).

We have concluded that the clarification to Page 130 does not reduce the level of safety assumed in the licensing basis for our plant, but merely elimi-nates overconservatism associated with the operability of our Standby Gas Treatment (SBGT) System.-

We have concluded that this change does not constitute a significant hazards consideration, as cefined in 10CFR50.92(c).

FEE DETERMINATION This proposed change requires an approval that does not involve a safety issue and is not deemed to involve a significant hazards consideration. For these reasons, Vermont Yankee huclear Power Corporation proposes this change as a Class III amendment. A payment of $4,000.00 was remitted with Reference b).

_ SCHEDULE FOR CHANGE The schedule for this proposed change is discussed in Reference b).

Because this change has a direct bearing on our planning and scheduling activi-ties for the 1984 refueling outage, we request your prompt attention to this matter. Your cooperation is greatly appreciated.
