4 NUCLEAR PRODUCTION DEPARTMENT U.S. Nuclear Regulatory Commission Region II 101 Marietta St., N.W., Suite 2900 Atlanta, Georgia 30303 Attention:

Mr. J. P. O'Reilly, Regional Administrator

Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File: 0260/15524/00310 Ref: MAEC-84/0001 I. E. Report 50-416/83-3a AECM-84/0082 This letter provides our response to your letter of January 4, 1984, which requested a generic response to the issue identified in reports 83-43 and 83-56.

In reviewing the commitments previously made and identified to your office, in our letter of March 11, 1983, (AECM-83/177) and the specific corrective actions taken in response to each of the violations identified, Mississippi Power & Light (MP&L) believes that positive actions are being taken to correct procedural violations. As you are aware, MP&L recently implemented several new organizational changes at Grand Gulf Nuclear Station (GGNS). We believe these changes have enhanced the identification and prevention of the type problems identified in the inspection reports.

Enforcement of strict discipline and holding personnel accountable for their actions are key elements which have been implemented as additional corrective actions. Also, these changes have provided a higher level of experience which will strengthen our ability to identify the root cause of problems and ensure that adequate corrective action is taken.

Should you have further questions, please contact me.

Yours truly, h
