%e following information is subnitted in response to Inspection Report i

b 84-11, which concerns the inspection conducted by Mr. B. R. Crowley of your office fran April 3 to April 6,1984. One apparent violation was identified.

"10 CPR 50, Appendix B, Criterion XII, as implemented by Section 12 of f

j the Hatch Nuclear Plant Quality Assurance Manual, requires that measures t

i be established to assure that tools, gages, instruments, and other measuring and testing devices used in activities affecting quality are properly controlled, calibrated, and adjusted at specified periods to i

maintain accuracy within necessary limits.

j Contrary to the ateve, on April 4,1984, measures were not established 1

I to assure control and calibration of measuring devices in that i

procedures were not issued for control and calibration of autmatic welding equipment being used for welding of Racirc system piping.

Admission or denial of alleged violation: Se violation occurred.

Reason for the violation: S e violation concerns calibration of current i

meters on the autamatic welding machines. %ese meters were calibrated prior to shipment of the welding machines to the siter however, they were not considered ' "inessuring devices" for activities affecting 4

quality. - A program for periodic recalibration per 10 CFR 50, Appendix 1

.B, Criterion XII was therefore not considered necessary.

It is for this l

reason that calibration procedures did not exist.

Page 'No Corrective steps which have been taken and results achieved:

i Calibration records showed that the autmatic welding machines in l

question had been calibrated within six months prior to the date the violation was discovered.

An interim progem,

which requires j

calibration of autmatic welding machines at least once every six l

months, has been implemented.

The calibration dates of the equipnent are checked every two weeks to ensure that this frequency is maintained.

Corrective steps which will be taken to avoid future violations:

'Ihe contractor performing the welding, Newport News Industrial Corporation (teII) will establish a procedure by June 20, 1984 to fomalize the calibration progran for the autmatic welding equipnent.

Date when full empliance will be achieved:

Full cmpliance will be l

achieved by June 20, 1984, when the NNI procedure controlling calibration of the autmatic welding sluipnent is issued.
