SUMMARY

By letter dated March 23, 1984 (serial number NLS-84-130), Carolina Power &

Light Company (CP&L) responded to your letter dated July 22, 1983, IE Bulletin 83-07, "Apparently Fraudulent Products Sold by Ray Hiller, Inc.";

Supplement 1, dated October 26, 1983; and Supplement 2, dated December 9, 1983. The bulletin contained data regarding apparently fraudulent products sold by Ray Miller, Inc. and requested certain actions by licensees.

o DISCUSSION Carolina Power & Light Company provides the following information concerning the status of actions taken in response to the bulletin.

Action Item 1 of the bulletin required identification of those companies, listed in Attachments 1 and 2 of the bulletin, that supplied materials or services to the Brunswick, H. B. Robinson, and Shearon Harris Plants (including subcontractors as well as major contractars).

In the March 23, 1984 response, CP&L stated it would continue to seek responses from the remaining companies listed in Attachments 1 and 2 of the bulletin. As of May 1984, approximately 87 percent of the companies have responded.

Ray Miller, Inc. supplied materials have not been identified by the respondent companies as being supplied to CP&L. Ten percent of these responnes were 8406210320 840601 PDR ADOCK 05000261 PDR 0

Contact with the remaining 13 percent of the companies has not been successful either by mail or telephone. Carolina Power & Light Company will notify the NRC if any Ray Miller, Inc. supplied materials are identified as being supplied to CP&L.

The bulletin also requested a review of the general concerns expressed in the bulletin for applicability to CP&L. As part of our review, CP&L investigated the possible use of additional inspection and testing during receipt inspection to strengthen quality assurance capabilities in detection of fraudulently supplied material.

In the March 23, 1984 response, CP&L stated it would report the results of the above referenced investigation. A program is scheduled to be implemented during the third quarter of 1984 at each of CP&L's nuclear power plants which will reduce the probability of accepting fraudulent or nonconforming materials (safety-related pipe, pipe fittings, and pipe components) during receipt inspection.

Improved receipt inspection capabilities will be provided by additional visual inspection criteria and

. training, alloy verification, and hardness testing.
