The period of time that I want h f

are between March the 20th, 1990 and to April N S [ 1990.
The 5
6 documents involved are the presentation by Georgia Power in the '
i 7
regional office on April the 9th, the Georgia Power letter ELV s
8 1516 dated April the 9th, 1990.
This was a letter in response 9
to our confirmation of action, a letter that we issued to you 10 on March the 23rd, 1990, and the LER is90-006, rev. O dated 11 April the 19th, 1990.
Who compiled the diesel generator 1-A 12 and 1-B successful start information used in the regional 13 presentation?
14 A.
Jimmy Paul Cash compiled that information. &
15 Q.
When was this information compiled?
16 A.
It was compiled prior to the presentation.
Jimmy i
17 Paul talked to se about it that weekend before.
I think the l

Wasn't it like a l

April the 9th was a Monday.

All right.
What was the source or sources of this 1

information?
4 A.
I didn't know, except for operator logs is what Jimmy i

6 Q.
Operator logs.
Would that % phe -- also the procedure for logging data on e _Qf sil" 7

diesel generator starts?
Would that strictly be operator logs?
9 A.
I didn't ask him any of.the details at that time, and 10 I really haven't, subsequent to that time, asked him any of the 11 details of which logs he looked at or didn't look at.
He said, l
12 you know -- I asked him to get from the logs the information j
13 associated with the number of successful starts.
14 Q.
Okay.
15 A.
So I don't know what he looked at.
16 Q.
Why was this information compiled?
j i
17 A.
The information was compiled first for the l
I 18 presentation.
And if you remember, that presentation page l
l l
19 really had the test sequence that we went to to basically I
l 20 declare the diesels operable, and what we did is after the I
1 21 March 20th event, we went -- tried to do the most comprehensive l
t g
22 test sequence that we could think about to make the diesels ij 23 operable, and we shared that test sequence with the NRC's IIT i
i 24 team and, you know, they really didn't think -- couldn't think i
25 of anything else for us to add, so we went through that test 4

MR. ROBINSON:
For the record, it is now 9:04 2

This is an interview of,
Mr. George Bockhold, General Manager, Vogtle Electric 3
4 Generating Plant, Waynesboro, Georgia.
Present at the interview are Mr. Bockhold, his representative from 5

Taylor from NRC Region II Technical Staff, Inspection 10 11 Staff.
The nature of the interview pertains to the diesel generator information that was presented to the NRC in a 12 13 verbal presentation to Region II in response to a confirmation of action letter of April 9th, 1990, and in
'-14 15 an initial LER provided to the NRC dated April 19t'n,1990.

Just verbally from Jimmy paul.

What objectives and guidelines did you use for the 7
presentation in the regional offlee with respect to the status 1
e of the steam generators?
~9 A.
The status of the diesel generators?

Diesel generators.
11 A.
You know, my thinking about the presentation is J 12 tha" $ t it would maybe be a question of operability, okay, and j
13 maybeaquestionof--onthesensorsthatwe--atthat[
m i
,14-particular time, we still did not know the root cause of the e
i 15 j
-- sensor issues, so my main focus in the presentation was to go j
is through the many items that we did, that -- the comprehensive l
17 testing that we did to say that the diesel was operable, in 4
l 18 using both the vendor and our technical experts and some of the 19 vendor subomperts to make sure that we were using the best 20 industry practices associated with the diesel before we f
21 deolared it operable.
so, you know, that was the focus of the 23 presentation, was to be 'able to present that to the agtc,- to.
as t
I say, *me used the best industry practices to declare this j

How do you arrive 3
that number, thinking back to the transparency that we had on 4
Me.

l 5
A.
That number basically came from Jimmy Paul.
okay, I knew we had a lot of starts and I hadn't he'ard of any problems 6
7 that I was aware.
We had some sensor problems, we changed out 8
some sensors, but I hadn't heard of any problems that would not 9
make the diesel inoperable that -- again, really from the 10' flavor of if we had a need for an amargency start on this j
11 engine, okay, the engine would go ahead and start the 12 performance function.
13 Q.

. so basically I asked Jimmy for successful 15 starts and he gave me a number ans~I wrote tne number down.
16 Q.
Do you know what timeframe these successful starts

18 A.
I knew it when I made the presentation, when the

I have forgotten what the starting point
