In accordance with your memo to me relative to Quality Concerns dated July 6, 19%E fifs %
UNdiWstanding that I am W SENRC of any i
being directed to "immedt M yT legitimate concern" that I have-n' dentified to you I
(Georgia Power).
Please be informed that whenever I have had a safety.
Quality or Regulatory concern in the past, I identified it to you (Georgia Power) thru normal channels and cnains of i
command including verbal discussions, written memos, deficiency cards, PRS participation, direction to staff, the Quality Concern Program and the NRC as appropriate.I have always acted in the 1nterest of safe operation of the plant,the health ano safety of the public, and strict l
compliance with NRC regulation.
The problem is that when I identified safety, quality or Regulatory concerns to you (Georgia Power), timely and appropriate corrective actions have not been taken.Instead adverse employment actions were taken against me because I 1
raised concerns.It is because of this that I have concluded that the internal processes are not effective and 1t is i
because of this that I will persue my concerns with the NRC where I believe effective corrective actions will*be forthcomming.
I am working with the NRC on a number of allegations,some of which concern violations of 10CFR50.7 l
and other code provisions or NRC regulations (which may De j
the topic of extensive NRC Investigations).I think it j
appropriate that I continue to take direction from the NRC j
as how to best resolve my safety allegations.
Under no circumstance do I intend to disobey a direct j -
order from my supervision.If you have any problem with my l
working with the NRC or would like me to do otherwise,please let me know.
