Gentlemen:
The Nebraska Public Power District (District) submitted to the Nuclear Regulatory Commission (NRC) the above referenced Proposed Changes to the Cooper Nuclear Station (CNS) Technical Specifications on the dates identified above. The District is now considering implementation of the Improved Technical Specifications (ITS) for CNS. The ITS follows the guidelines and format of the Standard Technical Specifications (NUREG 1433). However, the reference submittals do not follow the guidance or format provided in the Standard Technical Specifications and therefore, would require additional resources (time and money) from both parties (District and NRC) if approved and implemented.
