Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the June 5-6,
- 1991, full-participation plume exposure and ingestion pathway exercise of the of f site radiological emergency response plans site-specific to the Callaway Nuclear Power Plant.
The State of Missouri and the Counties of Callaway, Gasconade, Montgomery, and osage participated fully in the exercise.
This report, dated September 3, 1991, was prepared by tne Federal Emergency Management Agency (FEMA) Region VII staff and copies have been provided to the State of Missouri.
There were three Deficiencies identified during the June 5-6, 1991, exercise, which involved:
1) responsibility and procedure for activation of a
specific reception and care center; 2) responsibility and procedure for notification of railroads and airlines for access control; and 3) prompt notification of the decision to administer KI to emergency workers.
A letter confirming correction of all three Deficiencies is also enclosed.
In addition, there were nine Areas Requiring Corrective Action
-(ARCAs) identified during the June 5-6, 1991, exercise for the State of Missouri and its af fected counties.
FEMA Region VII staf f will work with the State to correct the ARCAs and will monitor the status of corrective actions.
Based on the results of the June 5-6, 1991, exercise and the subsequent changes so State and local RERP Implementing Procedures, the offsite radiological emergency response plans and preparedness site-specific to the Callaway Nuclear Power Plant are adequate to l
provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44
- CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Callaway Nuclear Power Plant, granted on July 9, 1985, remains in effect.
